Marketplace regulation: new bill surprises with its softness

The Ministry of Economic Development, together with the Ministry of Industry and Trade and the Ministry of Digital Development, presented a bill that is intended to put an end to conflicts between platforms, couriers, performers and consumers. The document regulates the exchange of data with the Federal Tax Service, relations between the parties, but at the same time allows marketplaces to work with performers on the basis of civil law contracts.

 Civil law relations instead of labor

According to the document, the platform is obliged to provide performers with material and non-material bonuses for participating in voluntary social insurance. However, the platform will not guarantee mandatory social packages or insurance contributions.

The Ministry of Labor has already expressed concern that this regulation legalizes the practice of leaving workers without social guarantees.

Monitoring working conditions and loads
